civil small uav costs comparison with little generic aircraft converted into unmanned

I'm an Italian student at my last year of University (Mechanical Engineering)and I'm beginning a study about the estimation of costs(direct,indirect,operation costs,etc....)of a small UAV for highway patrolling,in compared with costs of a small aircraft (like a Cessna,for istance)modified to be used like a proper UAV for the same scope(highway patrolling).
Since my work is to establish if there is any economical convenience in doing this sort of adaptation,and because I'm not an expert in this field and I ignore all the adjustments I should consider to turn a manned aircraft into an unmanned one and how much it would cost,
I would be very gratefull if you could give me some advices,informations or tips dealing with this subject or similar.
